Enhanced Shift Offer System (Map + Smart List View)

The current shift offer flow requires scrolling through a long dropdown of workers, which is inefficient for agencies managing large teams. We’d like to upgrade this to a more intuitive system that displays workers on a map and in a smart list, filtered by availability, qualifications, and proximity.
This will make it significantly easier and faster to choose the right worker for each shift and improve the overall workflow.
Requested improvements:
- Map view showing workers by distance to the facility
- Smart list with availability, qualifications, and history
- Quick offer panel to send multiple invites
- Cleaner and more intuitive UI for selecting workers

Dedicated page and re-usable drawer view would be good, so an agency could view dedicated page for existing offers and plan to add more to the list easily – where drawer view is useful for on-the-go bulk scheduling which may not show pre-existing offers when multiple shifts selected.

Qualifications may come later. History, distance and cost suggestions would help with far quicker assignment.
